Illiteracy Despite Compulsory Education ?

A displaced topic in our society:
More than 800 million people worldwide are illiterate. A problem that only affects developing countries? Far from it! It is estimated that between four and seven million adults in Germany have little or no reading, writing and numeracy skills. The fear of discovery and social stigmatisation often means that illiterate people become outsiders in society. Who are these people? Is it a disease or an education malpractice? and what can be done to help?
